INVITATION TO Bids
Overseas Pakistanis Foundation (OPF) invites sealed bids from reputed Construction firms/
companies for "ESTABLISHMENT OF OPF HOUSING SCHEME RAWAT RAWALPINDI ON
ENGINEERING PROCUREMENT AND CONSTRUCTION (EPC)/ TURNKEY BASIS".
2. Bidding will be carried out by adopting "Single Stage Two Envelope" bidding procedure
under PPRA rule 36 (b).
3. Interested construction firms / companies registered in Pakistan Engineering Council
(PEC), for the year 2022-23 in category C-1 and above having relevant specialization codes,
valid income tax registration, sales tax registration and who are on active tax payers list at the
time of submission of bids, can purchase the bidding documents from the office of Director
General (H&W), 3rd Floor, OPF Head Office, Sector G-5/2, Islamabad on submission of
prescribed application along with demand draft / pay order amounting to Rs.5,000/-
(non-refundable) in favor of Overseas Pakistanis Foundation Islamabad being cost of bidding
documents.
4. The bids shall be received in office of Director General (H&W), 3rd Floor, OPF Head Office,
Sector G-5/2, Islamabad on 10th April, 2023 up to 1200 hrs. No tender / bid document will be
issued on opening date. The envelope containing technical bids will be opened on the same day
at 1230 hrs in the presence of bidders' representatives who may like to attend. Bids received
after prescribed time and date shall be rejected. Bidders will be technically qualified on the basis
of information provided with the bids as per the criteria prescribed in the bidding documents.
Second envelope containing financial bids of technically qualified bidders will be opened later,
the date and time of which will be communicated after evaluation of the technical bids. The
bidders representatives shall have authority letter, duly signed by the owner.
5. Financial Bids must be accompanied with a bid security in shape of call deposit / pay order
/Demand Draft / Bank Guarantee from Schedule Bank of Pakistan equal to 2% (two percent)
of their bid price in favor of "Overseas Pakistanis Foundation Islamabad" valid for 120 days
from date of submission of bids.
6. A pre-Bid meeting will be held on 4th, April, 2023 at 1100 hrs in the conference room(5th
Floor) OPF Head Office, Sector G-5/2, Islamabad.

8. OPF reserves the right to reject any or all the bids / proposals at any time prior to the
acceptance of a bid or proposal, as per PPRA rule 33, on the basis of valid reasons for which
no claims shall be entertained on this account.
